Timber import policy

The procedures for importing timber are regulated in the following legal documents.

• Value Added Tax Law No. 13/2008/QH12 dated June 3, 2008;
• Circular 30/2014/TT-BNNPTNT dated September 5, 2014
• Circular 04/2017/TT-BNNPTNT dated February 14, 2017,
• Circular 15/2018/TT-BNNPTNT dated October 29, 2018,
• Circular 38/2015/TT-BTC dated March 25, 2015, amending and supplementing Circular 39/2018/TT-BTC dated April 20, 2018.
• Decree 69/2018/ND-CP dated May 15, 2018
• Decree 128/2020/ND-CP dated October 19, 2020;
• Circular 11/2021/TT-BNNPTNT dated September 20, 2021.

According to the above legal documents, wood products are not on the list of prohibited imports. However, when importing this item, importers need to be aware of the following points:

• Imported timber must undergo plant quarantine.
• For natural wood on the red list, import is prohibited or requires a permit.
• When importing goods, they must be labeled in accordance with Decree 43/2017/ND-CP;
• Identifying the correct HS code is crucial for determining the correct tax and avoiding penalties.
