Chemical import policy

The procedures for importing chemicals are regulated in the following legal documents:

• Circular 40/2011/TT-BCT dated November 14, 2011, Official Letter 3958/TB-TCHQ dated May 5, 2015,
• Official Letter No. 3959/TB-TCHQ dated May 5, 2015
• Decree 113/2017/ND-CP dated October 9, 2017,
• Circular 38/2015/TT-BTC dated March 25, 2015; amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018
• Decree No. 69/2018/ND-CP dated May 15, 2018
• Consolidated document 10VBHN-BYT dated April 5, 2019.

According to the above documents, imported chemicals come in many different types, and each type requires a separate license. Imported chemicals must be declared to the Ministry of Industry and Trade. This declaration is considered as applying for an import license for that particular chemical. Therefore, when importing chemicals, it is necessary to determine the following issues...
