Effective date: Starting from January 1, 2021

It has been two months since QCVN19:2019/BKHCN came into effect (starting January 1, 2021). Since the new standard was implemented, many businesses have encountered difficulties in importing LED lights. Previously, imported LED lights only required energy efficiency testing, a regulation only applicable to certain types of lights. However, with the new standard, quality testing has been expanded to include a wider range of LED lights. I will explain the process below to help you understand the new regulations for importing LED lights .

I. PRODUCTS WITHIN THE SCOPE OF APPLICATION

• LED bulbs with integrated ballasts are used for general lighting applications with voltages greater than 50V.
• Common fixed LED lighting fixtures: ceiling lights, wall lights, garden lights.
• Common portable LED lighting: table lamps, bedside lamps, floor lamps for bedrooms, living rooms, etc.
• Double-ended LED bulbs are designed to replace straight-tube fluorescent bulbs.
• Spotlights using common fixed LED technology.

I understand it simply as referring to household LED lights because this standard does NOT apply to lights on transportation vehicles, lighting equipment in construction projects, lighting equipment in advertising media, or specialized lighting such as operating room lights…

II. IMPLEMENTATION PROCESS:

1. Step 1 – Register for quality control on the national single window system.
2. Step 2 – Open the customs declaration form and complete customs clearance procedures.
3. Step 3 – Testing and obtaining conformity certification from a center designated by the Ministry of Science and Technology (The certificate will be valid for 3 years)
4. Step 4 – Declaration of Conformity
5. Step 5 – Affix the conformity mark (CR) and other supplementary labels before the goods are released to the market.
