Import procedures for frozen pork and VAT.

For imported frozen meats:

+ Clause 1 of Article 1 amends Clause 1 of Article 4 of Circular 219/2013/TT-BTC, stipulating the subjects not subject to VAT:

“ 1. Agricultural products (including products from planted forests), livestock, aquaculture, and seafood that have not been processed into other products or have only undergone basic processing, produced or caught by organizations and individuals themselves, and imported.”

New products that have undergone conventional processing are products that have been cleaned, sun-dried, oven-dried, peeled, ground, milled without the peel, rubbed without the peel, separated from the seeds, separated from the stems, cut; salted, refrigerated (chilled, frozen), preserved with sulfur dioxide , preserved by other methods, treated with chemicals to prevent spoilage, soaked in sulfur solution or other preservation solutions, and other conventional preservation methods.

Regarding the process for importing frozen pork:

1. Step 1: Obtain an import license (do this before importing goods)
2. Step 2: Register for animal quarantine (done when the goods have arrived at the port) and have food safety and hygiene inspections done simultaneously in the same place.
3. Step 3: Open the customs declaration form.
4. Step 4: Collect animal quarantine samples and submit the animal quarantine certificate.
5. Step 5: Customs clearance of the shipment.
